A refund always goes to the internal balance, and those funds can be spent right away on any service on the platform. For activations with no code the refund is automatic: on cancellation before the code arrives or when the 20-minute window expires.
Other disputed situations — a failed order, a poor-quality activation, a contested charge — are reviewed through a ticket. If the decision is in your favour, the amount also returns to the balance.
